The World Resources Institute (WRI) is developing new standards for measuring and reporting the lifecycle greenhouse gas emissions (GHG) from manufacturers’ supply chains, which sources involved in the effort say could eventually be adopted by EPA as part of its voluntary emissions reporting program.

In a move that could heighten pressure on California regulators to auction most if not all greenhouse gas (GHG) emission allowances under a cap-and-trade program, state lawmakers this week approved a bill to create a community benefits fund (CBF) using the revenues generated from emissions trading.
